Pandemic and right to life and health in America and México. Reflections from the OAS resolution 1/2020

El mundo vive una tragedia epidemiológica pero los países han asumido cada uno su método de solución ante la Pandemia del Covid 19, en toda América, los casos empiezan a proliferar, desde el Norte hasta el Sur, sin embargo de forma oportuna la Organización de Estados Americanos, emitió una Resolución Guía a partir de la Comisión Interamericana de Derechos Humanos, que persigue la protección del principal derecho humano que es la vida a través de la salud y cómo atender a los grupos más desprotegidos. En este artículo se hace referencia además cómo y cuándo en México se decretó normativamente la existencia de la Pandemia; desde el 28 de febrero de 2020 se produjo el primer caso. La actuación del Consejo de Salubridad General y las circunstancias que puede provocar este tipo de alarma social para una sociedad definitivamente no preparada frente a este enemigo invisible.
Abstract:
The world is experiencing an epidemiological tragedy but the countries have each assumed their method of solution to the Covid Pandemic 19, throughout America, cases are beginning to proliferate, from North to South, however in a timely manner the Organization of States Americans, issued a Guiding Resolution from the Inter-American Commission on Human Rights, which seeks to protect the main human right, which is life through health and how to care for the most vulnerable groups. This article also refers to how and when in Mexico the existence of the Pandemic was legally decreed; Since February 28, 2020, the first case occurred. The actions of the General Health Council and the circumstances that this type of social alarm can provoke for a society that is definitely not prepared against this invisible enemy.
