Resumen:

Il fenomeno italiano delle Autorità amministrative indipendenti nasce con lo scopo di dotare la pubblica amministrazione italiana di nuove entità amministrative ad alto tasso di imparzialità, libere da legami politici e soggette soltanto alla legge. Numerosi sono stati gli interventi normativi che si sono occupati di tale fenomeno. Alcuni di essi hanno interessato la Banca d’Italia e la sua controversa natura giuridica, dandone, in conclusione, acquisita la sua fisionomia amministrativa ed indipendente. Ente pubblico a carattere associativo, la Banca d’Italia svolge funzioni di vigilanza e di regolazione del settore creditizio.

Abstract:

The Italian phenomenon of independent administrative Authorities is born with the aim of providing the public administration of new administrative entities with a high degree of impartiality, free from political ties and subject only to the law. There have been numerous regulatory actions that have been involved in this phenomenon. Some of them concerned the Bank of Italy and its controversial legal nature, giving it, in conclusion, acquired its administrative and independent role. As an associative public entity, the Bank of Italy carries out supervisory and regulatory functions in the credit industry.
